When a build runs, but does not have SCM changes, the "SCM changes" tab is not shown. This is correct.
However, the problem is that if someone wants to compare SCM changes between this build and earlier versions, there is no way to do it (except finding another build with changes and doing it then which is time consuming).
Please show the SCM changes tab in every build, so users can compare changes easily between versions.
