wanted to create a promotion in a high level configuration that could be inherited by all lower level configurations. It seems to work unless a child configuration has another promotion defined which stops inheritence into or below that configuration.
It appears I have to create the promotion in all of the leaf configurations. (dozens, grunt work)
It might be nice if there were some way to control whether promotion ( and perhaps builders, variables, etc) is inherited through to child configurations.
Or perhaps it would be good enough if promotions inherited like variables. Adding to other promotions instead of being blocked by them.
