Currently if a build is waiting on an agent to continue, that time is counted against the total build time. I would like to have a way to specify that time spent waiting should be counted against the build time when deciding if a build times out. In other words, I want the build timeout to be calculated using the actual runtime of the steps and not time spent waiting on an agent.
