Hi PMEASE Team,
  It seems that there is an issue of email notification in QB. I changed the condition of the notification of my QB configuration to 'Never Notify', but it still does. So receivers receive junk emails when testing the configuration.
  Please look into as your earliest chance.

There are two channels receiving email notifications, one is for forced notification you are turning off, anther is user defined subscribition via their own settings. Please check if your users are still subscribe to this email notification.

Yes, users were still subscribe to the email notification. Is there any way to disable or enable this channel? Thanks.

We'd rather not to add an option to enable/disable this as your user has the option to subscribe or not.
