The change set listed in the build emails we get appears to correctly include all SCM changes in the build, but the SCM Changes build report on the build web page does not (it is almost always missing multiple changes).

It looks like QB is aware of the complete change set, but the build report does not render all of them. Sometimes it omits files within an activity, sometimes it omits entire activities.

The changes section at build page is designed to display latest 10 changes for briefing purpose. Can you please verify if this is the case at your side?

No. The SCM Changes section of the build page rarely shows more than one or two changes (and one or two files per change).

I'm looking at a specific example where the build email lists four Change IDs and six Changesets (three of the Changesets are part of the same Change ID). The corresponding SCM Changes section of the build page lists only two of the Changesets. It also appears to be missing some of the changed files in those Changsets.
