My builds spend a certain amount of time building actively, and a certain amount of time waiting for resources. If builds are taking longer to finish, it may be because development has added more steps to the build, or it may be because we don't have enough resources and builds are queuing up longer.
It would be helpful to be able to track the wait times separately from the build times, so that we can detect trends indicating the need to provision more build slaves.
