Description	When a build happens, QuickBuild should be able to collect all resolved/closed issues from issue tracking systems since last build, and form a release notes file which can be packaged into the new build. This can be done by providing a special step.	When a build happens, QuickBuild should be able to parse commit messages to find issue keys and get issue descriptions for these keys from issue tracking system to form release notes.
