svncopy.pl is a subversion contribution that does an "svn copy" but keeps any "relative" svn:externals pointing to the correct place. It comes with the subversion distro (contrib/client-side).
It would be good to be able to configure Quickbuild to be able to tag a svn repo by using svncopy.pl instead of simply "svn copy".
