In QB 1, configurations could be "arranged." Import of configurations into 2.0 alphabetizes configurations.

Eg: a configuration setup as follows:

Project 1
   Dev
   QA
   Prod

Would be imported as:
Project 1
   Dev
   Prod
   QA


Since we are distributing promotion abilities to developers and qa, the process flow is more clear if they are in the "correct" order. Add the ability to reposition (move a configuration up or down) so that the dev, prod, qa order could be "corrected."
