Is there (or can there be) support for PowerShell Core in addition to the old, full-framework, Windows-only PowerShell? I'm thinking a close cousin/clone of the existing PowerShell step type but intended for the modern, portable version of PowerShell (aka pwsh, PowerShell Core).

This is already possible. Just configure powershell plugin to point powershell executable to pwsh on your system. Feel free to reopen this issue if it does not work
