It can get very cumbersome to create builders for every build step. Often a build step in a config is a custom script or shell command and is easier to do as a "one" off than creating a builder for it. Same goes for notifiers - a simple single-line notifier is often enough.

Seems this could be done by simply eliminating the need to go to the builders or notifiers tab, but allow them to be created/edited in a subform/popup of the build step editor.
