When I give a build step a timeout above 0, it causes the step to cancel before the timout occurs.
To recreate this issue:
1. Create a new build config
2. Give your build config one step that executes a shell script with the line 'sleep 10'
3. Set the timeout on that step to 20
4. Run a build
5. Observe that the build ended with an error
