This can be done by reading and combining committers from SCM changesets stored for each failed build.

This can be done by upgrading to 5.0.21 and add below JVM option to "conf/wrapper.conf":
wrapper.java.additional.5=-Dreset-DCALC_PREV_SUCCESS_CHANGE_FROM_DB |
