Eclipse doesn't run an SVN Add until you 'commit' from your workspace. It shows new files as outgoing 'adds' but doesn't run the command every time you add a file, understandably.
Could you use the svn status command (or it's equivalent svnkit call) to get the files that are marked as '?' and use those in the local changeset?
